The majority of participants considered that the current ratio between the number of subscribers and the number of Election Committee members, which was 1:8, could be maintained.

A participant suggested that each Election Committee member be allowed to put up more than one nomination.

A participant suggested setting no upper limit for the number of subscribers. However, another participant thought that this would depend on whether each member was allowed to put up more than one nomination. If Election Committee members were allowed to put up more than one nomination, there was no need to set an upper limit.

A participant opined that the lower limit for the number of subscribers required should be relaxed, so that more nominations could be put up.
The Delineation and Size of the Electorate of the Election Committee

The majority of participants supported an expansion of the delineation and size of the electorate of the Election Committee. A participant suggested adding subsectors for students, housewives, the elderly and environmental protection.

A participant proposed to set up a subsector for the civil service. However, another participant opined that civil servants should remain politically neutral.

Participants proposed to add constituencies for students and clansmen associations. Alternatively, clansmen associations could be included in the social welfare constituency. A participant suggested merging certain constituencies.

The majority of participants supported an increase in individual voting and a reduction in corporate voting.
Provisions regarding Nationality of Legislative Council Members

Many participants considered the current provision of setting the limit at 20% reasonable, but the functional constituencies which foreign nationals were allowed to run for election should not be designated. A participant considered it unnecessary to restrict either the percentage or the constituency.
Other Views
Executive-Legislative Relationship

A participant opined that the Chief Executive could have political affiliation, or even be encouraged to maintain such affiliation. Through this, government policies could be implemented more easily. However, a participant was concerned that this would be inconsistent with "One Country, Two Systems".

A participant took the view that the remuneration of Legislative Council Members should be linked to his attendance rate at meetings, but another participant pointed out that the work of a Legislative Council Member was not solely attending meetings. He was also required to handle work that could not noticed by the public.

A participant was of the view that if Legislative Council Members joined the Executive Council, the relationship between the executive and the legislature could be improved. Another participant opined that apart from being appointed to the Executive Council, Legislative Council Members could also be appointed as principal officials.
