District Council election: Transcript of SCA's standup after voting

Following is the transcript (English portion) of a standup briefing given by the Secretary for Constitutional Affairs, Mr Stephen Lam, after he has cast his vote at the District Council election this (November 23) morning:
SCA: The 2003 District Council election has begun. The operations of over 400 polling stations have also started. I am sure that the candidates who are standing for election today and all the political parties and organisations which support that will make final efforts and final attempts to secure the support of electors.
The democratic system in Hong Kong is built step by step and every election is an important milestone. I would encourage all registered voters to come out and cast their votes today so that they can choose the representatives and the candidates whom they think deserve support and so that collectively we can all establish stronger services and broader support within the communities in which we live.
