SCA: Implement "One Country, Two Systems" for our future

The Basic Law has been enacted to implement the principles of "One Country, Two Systems", "Hong Kong people ruling Hong Kong", and "a high degree of autonomy" as well as to ensure that the previous systems and way of life in Hong Kong are to remain unchanged for 50 years. The Basic Law creates the future for Hong Kong and our next generation.
The Secretary for Constitutional Affairs, Mr Stephen Lam, said the above at a student flag raising ceremony organised by the Constitutional Affairs Bureau (CAB) to mark the 14th anniversary of the promulgation of the Basic Law this (April 4) morning.
Mr Lam said that it was very meaningful to facilitate students to learn more about our country and "One Country, Two Systems" through participating in the flag raising ceremony.
The ceremony today well illustrated the three themes of the new strategy in promoting the Basic Law, Mr Lam said.
First, the promotion activities would more comprehensively cover all aspects of the Basic Law; second, the activities would incorporate elements of national education; third, wider participation of community organisations in collaboration with the Government in the promotion of the Basic Law would be encouraged.
Mr Lam said that in addition to today's event, other activities were in the pipeline.
For example, the CAB and the Education and Manpower Bureau were inviting schools to take part in the "Basic Law Promotion Day" Competition, with the theme "Implementation of 'One Country, Two Systems' After the Reunification".
As of yesterday (April 3), more than 50 schools had indicated their interest to join the competition. Winning teams would have the chance to visit Beijing during the summer vacation and learn more about the origin of the Basic Law through visits to various departments and organisations.
Moreover, CAB would soon broadcast a new TV Announcement in the Public Interest (API), which incorporates the concept of "One Country" and introduces the importance of "Two Systems". The API was launched at the ceremony today.
Mr Lam said that the Home Affairs Department would stage roving exhibitions on "National Flag, Emblem and Anthem" at various locations throughout the territory starting this month.
The Education and Manpower Bureau would also continue with the Celebrity Talks Series on National Education and Basic Law Education.
CAB would introduce a session on the Basic Law and the award of a "Basic Law Cup" at the interschool quiz competition jointly organised by the Hong Kong Youth Cultural and Arts Competitions, the Rotary Club of Kowloon East and Radio Television Hong Kong.
The Government and various community groups would organise a wide variety of promotion activities, including seminars, exhibitions, visits, competitions and games to celebrate the 14th anniversary. These activities are listed in annex.

(1) Seminars, exhibitions and visits:

* Sponsored a seminar on 14th anniversary of the promulgation of the Basic Law hosted by the One Country Two Systems Research Institute in March, 2004. Speakers included former members of the Basic Law Drafting Committee, Mainland legal experts and local academics.
* To hold thematic seminars for civil servants from March to May, inviting local and Mainland legal experts to speak on issues relating to the Basic Law and constitutional development.
* To sponsor a seminar on constitutional development organised by the Joint Committee for the Promotion of the Basic Law in Hong Kong in May. Local and Mainland experts will be invited as speakers.
* To organise Celebrity Talks Series on National Education and Basic Law
Education.
* To stage roving exhibitions on "National Flag, Emblem and Anthem" at various locations throughout Hong Kong.
* To arrange students and community groups to watch the flag-raising ceremony at Bauhinia Square on April 1, 11 and 21.

* To organise training programmes on Basic Law for headmasters and teachers of primary and secondary schools teaching civic education.
* To organise a "Basic Law Promotion Day" Competition, with the theme "Implementation of 'One Country, Two Systems' After the Reunification", in which students will design activities to promote the Basic Law on campus. Winners will be invited to visit Beijing so that they can learn more about the motherland.
* To launch a new Basic Law resource webpage containing teaching resources relating to the Basic Law for teachers' reference.
* To launch Basic Law quiz games on radio
