The following is the transcript of a stand-up briefing by the Secretary for Constitutional Affairs, Mr Stephen Lam, after attending the Dragon 100 Young Chinese Leaders Forum 2005 this morning (August 22) (English portion):
Reporter: (Can you say a few words about how confident you are [about being] able to get the support from the legislators?)
SCA: I would say that in the last one and a half years, we have done extensive public consultation. There is a very clear message that the public would like to see progress in the two electoral methods for returning the Chief Executive in 2007, and for forming the Legislative Council in 2008. We very much hope that all political parties, regardless of their backgrounds, will evaluate the package, which is going to be proposed some time in the autumn, through the publication of the 5th Report of the Constitutional Development Task Force in that particular light. It is important for Hong Kong to continue to make progress in constitutional terms. We will make every effort to make sure that each and every political party and all representatives of the Legislative Council understand this very important consideration.
