LC: Speech by SCA on motion to amend Legislative Council (Subscribers and Election Deposit for Nomination)(Amendment) Regulation 2003

Following is the speech by the Secretary for Constitutional Affairs, Mr Stephen Lam on the motion to amend the Legislative Council (Subscribers and Election Deposit for Nomination)(Amendment) Regulation 2003 at the Legislative Council meeting today (June 18):
Madam President,
I move that the Legislative Council (Subscribers and Election Deposit for Nomination)(Amendment) Regulation 2003 be amended as set out in the Agenda.
I have just explained the rationale for amending the District Councils (Subscribers and Election Deposit for Nomination)(Amendment) Regulation 2003. As the provisions in the Legislative Council (Subscribers and Election Deposit for Nomination)(Amendment) Regulation 2003 are similar to those in the District Councils (Subscribers and Election Deposit for Nomination)(Amendment) Regulation 2003, we propose to amend the former Amendment Regulation, following the same approach. Likewise, the proposed amendments have been endorsed by the Subcommittee.
