Following is the transcript (English portion) of the remarks by the Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, in response to questions put by the media after attending the Legislative Council's Panel on Constitutional Affairs today (October 15):
Secretary for Constitutional and Mainland Affairs: In Hong Kong, in promoting democracy according to the Basic Law, we need to secure tripartite consensus. That includes two-thirds majority support in the legislature, consent by the Chief Executive and endorsement by the Standing Committee of the National People's Congress. We hope and expect that our international partners (i.e. foreign governments) will respect this principle -- that in pursuing democracy in Hong Kong, we should act according to the Basic Law.
