Following is the transcript of the remarks by the Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, at a media session after casting vote for the 2007 District Council Elections at the HKCCGA Cheng Jack Yiu School Polling Station in Stanley this (November 18) morning (English portion):
Secretary for Constitutional and Mainland Affairs: I am very grateful to all of you for coming out so early to help us cover the proceedings of the District Council Elections for 2007.
The District Council Elections for 2007 are particularly important and competitive. Competitive because, for the first time in Hong Kong's electoral history, we have over 900 candidates standing in this round of District Council Elections. We also have 3.3 million registered voters. These are record numbers, and we very much hope that all registered voters will make full use of this particular opportunity to come out and vote, and to indicate their support for the candidates of their choice.
District Councils' work will gain importance in the next four years. With effect from 2008, we will enhance the roles and functions of District Councils by allowing them to participate in the management of community facilities, such as community halls, swimming pools and other sports and recreational facilities. We have set aside an extra $300 million for the 18 District Councils to enhance their community programmes. Separately another $300 million will be allocated to District Councils for the construction of minor public works items in the district comprising community hall facilities enhancement and other sports and recreational facilities. So we very much encourage all registered voters to come out and vote and exercise their civic responsibility. Thank you very much.
