Following is the transcript of the Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam's response to a media question after attending the 2008 Legislative Council election publicity campaign launching ceremony this (July 19) afternoon (English portion):
Reporter: Mr Lam, would you say a few words in English please?
Secretary for Constitutional and Mainland Affairs: Very good. I would like to say that the elections to take place on September 7 for the fourth term Legislative Council (LegCo) is a very important occasion for Hong Kong. The fourth term LegCo will be an important institution to reflect public opinion in terms of dealing with our legislative programmes, passing budgets proposed by the Government and scrutinising the public administration of the HKSAR Government. The LegCo for the fourth term will also play a key role in determining the further progress of democratisation for Hong Kong in 2012 for forming the LegCo and for returning the Chief Executive. So, I would call on all 3.37 million registered voters to come out and vote on September 7 and choose the representatives that they wish to represent their opinions, their districts and their functional constituencies. I also hope that in the light of more intense competition which we all expect for the forthcoming elections, we will be able to select candidates through this open and fair democratic process.
