The Permanent Secretary for Constitutional and Mainland Affairs, Mr Joshua Law, attended the spring reception dinner of the Dongguan City Association of Enterprises with Foreign Investments in Dongguan this evening (February 24). Speaking at the dinner, Mr Law said that the HKSAR Government has been lobbying the Central People's Government to incorporate HK's development positions and the strategic direction of HK-Guangdong co-operation into the 12th National Five-Year Plan. This would help pave the way for pursuing policy support from the Central People's Government to enable HK to leverage its various strengths under the "One Country, Two Systems" principle to complement national development and to take full advantage of the economic opportunities. After the promulgation of the Plan, the HKSAR Government will communicate with the trade sectors to assist them to seize the ensuing opportunities.
At the regional level, Mr Law said that the HK and Guangdong governments signed the Framework Agreement on HK-Guangdong Co-operation last April, translating the macro policies of the "Outline of the Plan for the Reform and Development of the Pearl River Delta" into concrete measures. The HKSAR Government is now working closely with Guangdong to draw up the annual work plan for 2011. Riding on the fast trend of economic growth of the Guangdong Province, the HKSAR Government is actively pushing for more facilitating policies and concrete initiatives to maximise the benefits of HK-Guangdong co-operation.
