Government response to media enquiries on legislator's "Referendum Bill"

In response to media enquiries concerning the "Referendum Bill" put forward by the Hon Leung Kwok-hung, a Government spokesman made the following response today (December 16):
A Government spokesman confirmed that the HKSAR Government has not received the text of the bill.
"Article 74 of the Basic Law clearly stipulates that Members of the Legislative Council of the Hong Kong Special Administrative Region may introduce bills in accordance with the provisions of the Basic Law and legal procedures. Bills which do not relate to public expenditure or political structure or the operation of the Government may be introduced individually or jointly by members of the Council. The written consent of the Chief Executive shall be required before bills relating to Government policies are introduced," he said.
The spokesman emphasised, "The HKSAR Government will deal with the bill put forward by the Hon Leung Kwok-hung in strict accordance with the relevant Basic Law provisions. We believe that the Legislative Council will likewise deal with the matter in accordance with the relevant Basic Law provisions."
