Following is the transcript of the answer given by the Secretary for Constitutional and Mainland Affairs, Mr Raymond Tam, to a question from the media after attending the special meeting of the Legislative Council Finance Committee this afternoon (April 10):
Reporter: Is the Government dragging its feet on the issue of the 2017 election as some Legislative Council members suggested?
Secretary for Constitutional and Mainland Affairs: There is no question of the Government dragging our feet. In fact, it is our responsibility to take forward the Chief Executive election in 2017 and the Legislative Council election in 2016 in good time. The only question that I have yet to receive the answer to is the exact timing to launch the formal consultation. As I have mentioned to your colleagues in recent days or weeks, I have noticed that there has been a significant amount of discussion in the community on issues of principles prevalent in the community. I think such discussion will be healthy and conducive to the smooth conduct of a public consultation. What I can say to you today is that I have yet to get the exact timing but of course I will inform you in no time once I receive instructions from my boss on this question.
