In response to media enquiries on whether the Standing Committee of the National People's Congress (NPCSC) would clarify whether "civic nomination" was in conformity with the Basic Law in the second step of constitutional development, a Government spokesman said the following today (July 21):
"In the Report on the Public Consultation on the Methods for Selecting the Chief Executive in 2017 and for Forming the Legislative Council in 2016, the Hong Kong Special Administrative Region Government (HKSARG) has truthfully summarised the views received during the consultation period and submitted them to the Central Authorities for consideration. Moreover, in his report to the NPCSC, the Chief Executive has included the views of the community on constitutional development expressed after the consultation period. The HKSARG has no specific stance on the method for selecting the Chief Executive by universal suffrage in 2017, and it is not appropriate to speculate on the NPCSC's decision at this stage."
