Appointment of Chairman of Electoral Affairs Commission

The Chief Executive today (August 9) appointed the Honourable Mr Justice Pang Kin Kee, Judge of the Court of First Instance of the High Court, as Chairman of the Electoral Affairs Commission (EAC) for a term of three years from August 17, 2006 to August 16, 2009. The appointment will be gazetted on August 11.

"We are pleased that Mr Justice Pang has accepted the appointment to be the Chairman of the EAC," a government spokesman said. "As the Returning Officer of the 2002 Chief Executive election, Mr Justice Pang has experience in handling electoral matters. He is also experienced in chairing government committees. We are confident that the Commission will be able to accomplish its future tasks successfully under the leadership of Mr Justice Pang.¨

The term of appointment of the incumbent EAC Chairman, the Honourable Mr Justice Woo Kwok Hing, originally expired on September 28, 2006. Since Mr Justice Woo has been appointed the Commissioner on Interception of Communications and Surveillance with effect from August 17, 2006, to enable him to focus on the new appointment, Mr Justice Woo has tendered to the Chief Executive his resignation from the Chairmanship of the EAC with effect from the same date.

"We would like to thank the outgoing Chairman, the Honourable Mr Justice Woo Kwok Hing, for his valuable contributions during his many years of dedicated service," the spokesman said. "Under the leadership of Mr Justice Woo, the EAC has made important achievements in ensuring that public elections in Hong Kong are open, fair and honest."

The EAC is established under the Electoral Affairs Commission Ordinance. Its responsibilities include making recommendations on geographical constituency boundaries, and conducting and supervising elections. It also supervises the registration of electors and makes arrangements to ensure that the elections are conducted openly, fairly and honestly.
