Welcome to the website of the Constitutional and Mainland Affairs Bureau.

The Hong Kong Special Administrative Region (HKSAR) was established on 1 July, 1997 in accordance with the Constitution of the People's Republic of China. The Basic Law came into effect on the same day, and provides a constitutional basis for the systems practised in Hong Kong.

The Constitutional and Mainland Affairs Bureau (CMAB) is responsible for overseeing the full and faithful implementation of the Basic Law. We develop and maintain a constructive working relationship between the HKSAR Government and the Central People's Government as well as other Mainland authorities in accordance with the principles of "one country, two systems", "Hong Kong people administering Hong Kong" and a high degree of autonomy.

The work of CMAB can be generally divided into three areas:

1) Co-ordinate and promote closer ties and "win-win" co-operation and development with the Mainland, including co-ordinating liaison between the HKSAR Government and the relevant Central authorities, promoting regional co-operation initiatives between Hong Kong and the Mainland, and overseeing the operation of HKSAR Government's offices on the Mainland.

2) Responsible for constitutional and election-related matters, and maintain close liaison with the Electoral Affairs Commission to ensure that the various levels of public elections are conducted in a fair, open and honest manner.

3) Promote the elimination of discrimination, equal opportunities and protection of privacy.

I and my colleagues will take forward the work of CMAB in accordance with the Basic Law and the relevant legislation.
