The Deputy Secretary-General of the Standing Committee of National People's Congress, Mr Qiao Xiaoyang, the Chief Secretary for Administration, Mr Donald Tsang, and the Chairman of Basic Law Institute, Mr Alan Hoo officiated at the opening ceremony of the Hong Kong Special Administrative Region (HKSAR) Basic Law Library today (December 19).
Other guests included President of the International Court of Justice, Judge Shi Jiuyong, the Commissioner of the Ministry of Foreign Affairs in HKSAR, Mr Yang Wenchang, the Deputy Director of the Liaison Office of the Central People’s Government in HKSAR, Mr Zou Zhekai, the Secretary for Constitutional Affairs, Mr Stephen Lam, the Director General of the Department of Legal Affairs, HK and Macao Affairs Office of the State Council, Mr Zhang Rongshun, the Director of Leisure and Cultural Services, Ms Anissa Wong, the Vice-Chairperson of the Basic Law Promotion Steering Committee, Ms Ko Siu-wah, Professor Albert Chen of the Basic Law Library Steering Committee, steward of Hong Kong Jockey Club, Mr Paul Cheng, and a number of Legislative Council Members. A spokesman for the Constitutional Affairs Bureau (CAB) said that the HKSAR Basic Law Library was a joint project of the CAB, the Home Affairs Bureau and Basic Law Institute. "The collection of the Basic Law Library is more substantial and varied than that of the existing Basic Law Reference Collection at the Central Library." "The collection includes books, papers, relevant publications, multi-media materials, on-line database and newspaper clippings on the Basic Law and constitutional law of other parts of the world. It also houses materials on the Basic Law of Macao SAR and the works of different legal scholars." "Besides, the Basic Law Library keeps the Corpus of Papers issued by the Drafting Committee for the Basic Law of the HKSAR, by the Preparatory Committee of the HKSAR, and by the Preliminary Working Committee of the Preparatory Committee of the HKSAR, which have been given by the Liaison Office of the Central People's Government in the HKSAR," he said. With an inscription by prominent master in Chinese cultural studies, Professor Rao Zongyi, the Library is situated on the 5th Floor of the City Hall High Block, Central with an area of 210 square metres.
