The following is the transcript of a standup briefing by the Secretary for Constitutional Affairs, Mr Stephen Lam, after attending a radio programme this morning (October 15) (English portion):
Reporter: (Under the new Executive Council meeting arrangements) the ministers will not be requested to attend ExCo sessions until their individual policy item is on the agenda. What sort of impact will it have on the communications within the Government on policy...? SCA: There is no change to the range of portfolios which individual secretaries of the Government are responsible for. It will still be for us to put our proposals to the Executive Council and thereafter to the Legislative Council. Within the Government we will have coordination through deliberations in the Policy Committee. Every Thursday we meet to talk about the important agenda items of the Government. Also we will meet with the Chief Executive every Friday and we will also review the important items of Government business which we are dealing with in the public arena and in the Legislative Council. So the communication channels remain there. And our policy responsibilities in placing our proposals before the Executive Council are unchanged.
